Well, now I know exactly why the C code is broken.  I'm going to use the 
shell version as a template to fix the C version.

The shell version is especially slow and CPU hungry.  The C version 
would be less so, but I am not entirely happy with it because it uses 
polling to check for changes in the atom string.
