"Failed to read dhcp lease file." ???

I have one ltsp i386 client box that is working, and a second one that 
fails.
It gets through: pxe, dhcp, tftp, vmlinuz, initrd, then:

    Red Hat nash version 6.0.52 starting
    Failed to read dhcp lease file.
    mkrootdev: could not determine nfs root target.
    ...

The lease file on the ltsp server looks fine, with similar entries for 
both the working and the non-working boxes.

Given that one box is working, I think this must be something about the 
hardware of the second box.  A bios issue perhaps?

Can anyone offer any suggestions?  Or perhaps tell me where the "Failed 
to read dhcp lease file." message comes from?
