Debian/Ubuntu have the same structure because we build from exactly the 
same ltsp upstream.

I suppose it could be copied from the system dir as part of 
ltsp-update-kernels, but seriously is this a high priority problem?

One possible issue with copying it from a common system dir is that that 
common system dir might be different on different distros.
