it's probably the code i added to call cdpinger when udev detects a CDROM
device. in the past, we called it from an init script, but that didn't work
with USB CDROMs and such which may or may not be plugged in.

it was definitely trickier than i had thought to implement when i initially
started on it, so the code is admittedly a little ugly.
