in lucid thats normal, yes ... 

on a dell mini (which is ubuntus reference platform for bootspeed
measuring) with SSD i have seen full desktop boots in under 10sec
already (sadly rotary disks will never reach such values since the spin
up time usually enhances booting a lot)
