Partial sync Debian/Ubuntu packaging

I tried to sync a bit the Ubuntu packaging with the Debian packaging:

Stephane said he'll merge some of the changes soon.

I synced the package descriptions in order to minimize translation 
efforts, but I didn't sync the simple descriptions because I wasn't sure 
if having a lowercase letter at the start of the sentence is better than 
an uppercase one.

Vagrant, in order for the diffs in debian/control to be more easily 
viewable/syncable, I changed your Depends/Recommends/Suggests fields to 
multiple sorted lines, you might want to merge that:
http://people.ubuntu.com/~alkisg/tmp/ltsp-packaging/
I also bumped your nbd-server/client dependencies in order to support 
name-based exports, as we rely on them now.
