I don't understand the role of the IPAPPEND directive, but can we say that
IPAPPEND=3 is more suitable for proxy-DHCP cases and IPAPPEND=2 is more
suitable for real-DHCP cases? Or it still may depend on other factors?
If it is so, then probably it should be documented somewhere.
