Vagrant tests for Debian and uploads there.
He usually tests near the Debian feature-freeze.
I test for Ubuntu and upload to the PPA.
I usually do a lot of testing in September,
and when schools report issues.
So for stability, the uploads happen when we test, not on every commit.
Thus no, they're not interchangeable.
