Netplan is just a new Ubuntu project that hasn't gained wide adoption 
yet, and I doubt that it ever will.
Didn't you have WAN access without it all these years?

The default desktop installation of Ubuntu is using network-manager to 
manage connections, either WAN or LAN. It's not using netplan.
