Just one more thing.
Real fanless clients are not as powerful as those which have a fan. We
chose NUCs with fan, but I pulled down Start Fan Speed down to minimum
in their BIOS. They tend to start with a short blow, then wind down fan
speed to practically zero. Only when you watch a youtube video or let
them compile code or something, they will wind up their fan, but still
very quietly.
My Zotac in the office cannot wind down so much, or better said, you can
still hear a kind of "whisper". It used to be a bit confusing sound to
me in the beginning, but the fan has become somewhat "smoother" over
times, so now it doesn't disturb that much anymore.
So my advice is, if you have clients with fans, they can still be very
quiet but have more power if it is needed. Maybe you can buy or lend one
and test it before you order the whole bunch. I went to a local dealer
who let me have a NUC and the Zotac for testing before I ordered the rest.
