Mint 18.03 is based on Ubuntu 16.04. Comparing that installation with an
Ubuntu 18.04 installation is like comparing oranges with apples. I think
that it may not be quite useful in finding the current problem. Unless a
clean installation on Ubuntu 18.04 still shows that problem.
