Backup/restore is a common sysadmin task and it can mean different things
in different systems. It usually includes system data and/or configuration.
Experienced sysadmins usually automate these things with scripts because
manual operation is tedious and error-prone. If you look around you may
find some scripts used by others and customize them for your needs.

For user accounts I may suggest this script:

But I am not sure that it does the right job for you, and it was not meant
for upgrading (from one LTS version to another).
