can't run rsh because can't exec /usr/bin/rlogin

I've been trying to run rsh from a cd I built using the latest ElTorito 
image, but I keep getting the message:

can't exec /usr/bin/rlogin

when I check, I can't find /usr/bin/rlogin ... where did it go?  I tried 
the 1.7.361 version of the ElTorito image, which the documentation does 
claim has rlogin but got the same error.  I got the same error when I built 
a floppy.

Any thoughts or suggestions?
