TSL Development policy

Everybody.


I am proud to present the official TSL development policy.


Many of you have in the past weeks asked about this, and I feel it's ready
to be released at this stage.

The new version of TSL will be built following this policy, and all
packages that are to be included as official contributions must aswell.


I therefor suggest that all users who aim to be TSL contributors be
reading and learning this policy, so that we may expect the packages
submitted for inclution to forfill the stated criterias.


Any comments on contents and language of the policy are very welcome and
can be directed to me.
