I believe there are kept as separate products/projects because they each target a different user base. However, I'm afraid my knowledge on the subjects of CP+ and ZTL are about 1 year out of date, so I won't attempt to describe their differences. Seems you can get a trial lincense for both, so if you find it interesting, I guess downloading and testing won't hurt.
