Trustix Torrents - no seeders?

Hello, I'm a long-time TSL user and one of the ways I contribute is to
download and seed each release of the installable 3.0.5 ISO 24x7 until
the next release. It seems that the latest torrents frequently show up
on the TSL torrents page
(http://http.trustix.org/pub/trustix/torrents.html) before there are
any seeders. I connect and queue anyway but am curious, why is the
torrent file posted publicly before you are even seeding it?
