I haven't yet been able to burn an entire image with the flash program I 
have.  My understanding is that it is possible to do so with the 
Actiontec flash program.  I have tried creating a 2MB image and flashing 
it on the chip.  It took longer to do that than it did to re-load via 
bootp and, it didn't work.  Right now, I'm just burning the boot loader 
and letting it re-load everything.

Pretty much, or as Greg pointed out, trying new boot loaders

The kernel supports it, I know where the params are set in the 2.4.6 
kernel source, I just have tried compiling it in yet.

Mine is 474196 bytes, the stock Actiontec one is 513655.  Bear in mind 
that mine shouldn't be considered a working kernel yet as I don't have 
everything compiled in that you need to "properly" boot the modem.

As my kernel is configured not, it would not.  I didn't compile in ext2 
file systems so it won't properly mount the ramdisks.  This was an 
oversight on my part.  It also doesn't appear to recognize the second 
UART (the modem).  I don't yet know why that is.
