The DOS version has no copyright or license info in the source.
I asked Greg at Conexant about releasing either the linux or DOS
versions independent of Actiontec but never followed up on it. That
was last October.

Getting a working .config is a trial and error process unless you're
very familiar with the source. I typically get once from the manufacturer
SDK and slowly move from there. Unfortunately, you didn't get one from
Actiontec. That's a missing part of their release. 

What problems are you seeing?
 1. Do you see kernel output on console?
 2. Do you get to init?
 3. Can you mount the root filesystem?

 Where does it hang?

All this recent flash talk might not be covered under the GPL if
Actiontec wrote a LKM for storing their modem parameters. You may just
have to move on and start creating things with what you got.
