Problem resolved with the following modifications:
CONFIG_USER_BUSYBOX_FEATURE_INSTALLER=y CONFIG_USER_BUSYBOX_FEATURE_PREFER_APPLETS=y CONFIG_USER_BUSYBOX_BUSYBOX_EXEC_PATH="/bin/busybox"
