The Datatypes folder contains types corresponding to the programming language
selected via Code -> Active Language.

Bug 87537 has been fixed on git master (2022/04/15), i.e. you can now place
your custom data types anywhere that other classifiers can be placed.

By "attributes" to you mean state members in data types?
