Umbrello was not included with KDE 3.1.  The current version is
unlikely to compile for KDE 3.1.

Red Hat 9 is probably too old to get KDE 3.3 running easily.

Because you have KDE 3.1, Umbrello is not likely to compile or run on
it.

I suggest you upgrade to Fedora.
