ssdp and usage of UpnpRegisterRootDevice

Hi,
I want to write a application where in I would like to send messages=A0to=
=A0and receive messages from all the devices on the network. From what I un=
derstood I need to register the device first using the UpnpRegisterRootDevi=
ce() api and then send a advertisement using the UpnpSendAdvertisement() ap=
i. Is it right?
I would also like to know some details regarding the second and third input=
 parameter in the following function as I cannot infer what exactly to pass=
 as second and third arguments while using it.
UpnpRegisterRootDevice(const char *DescUrl, Upnp_FunPtr Fun, const void *Co=
okie, UpnpDevice_Handle * Hnd ).
