socket error

hi
when i try to execute the device application(sample) given with upnp sdk.
 
./upnp_tv_device -ip 172.16.3.157 -port 2000
 
error is 
"Error with UpnpInit -- -208

I tried and come to know that it is giving error in the following  block of statements.

can any one give me guidelines for this
