OK Now this is my primary annoyance with the other OSes, Microsoft 
in particular. 

Why is EASY always considered superior?  Even when it places severe 
limits on what you can do, the general public considers it better.

But its not.

I can produce a much more accurate representation of what I want if 
I work the mark-up language by hand.  Even when I use a tool to create 
the basic framework, I go back and massage the results.

Remember how long it took you to learn how to use a pencil?  Why shouldn't 
it take time to learn how to use a computer?  This is the single most 
complicated tool that you will ever use.  The more time you invest into
learning it, the more you will get out of it.

Why is crappy html important?  Page size.  If its a popular website then it
matters to how many customers you can serve at once.  Simple economics.

And FYI Frontpage used to included code that broke non-Microsoft browsers.
Which again reduces the number of people that can see your site.  

In the end, its about control.  Geeks want it and are willing to invest
the time to get it.

Since you won't tell us what you've already tried, this is a silly guessing 
game that can't be won.

Why don't you either join the community and help develop the tool you want or 
just go back to using frontpage?
