No. 

If you read news papers or news sites, you will find out which OS
has the worst leaks. B.t.w. for some reason many sites are using a BSD-
derived OS rather than Linux.

If you care to read the manual you will find out that only programs with
root priviliges are allowed to open ports below number 1024. 

A firewall is mostly used for stopping bad guys from coming in.
