ACPI support, you mean?
Many BIOSs still support minimal APM functionality (i.e. power off), even if
other power management facilities aren't available (e.g. battery status)
without using ACPI (my Toshiba/Compal laptop works this way).
Additionally, Red Hat 9 and up have ACPI compiled in. You may need to enable
it by disabling APM (the old power management interface). You do this by
adding:
apm=off acpi=on
to the kernel boot line in /etc/lilo.conf or /etc/grub.conf.
