OK sounds like a cross between what our government calls Tech Transfer, and Some of the programs to assist business development.  

My Wife worked for CRC, (http://www.crc.ca/)  and one of her products was licensed to Skywave Electronics, (not the current company by that name) who in turn apparently sold the US navy a "whole lot" of TMS-320 DSP based Squelch modules.  The private firm was expected to bring the product from lab prototype to commercial MILSPEC status.  With the Canadian government receiving royalties.
