I think the thread is losing the point here. Point is that FLOS is being 
adapted more rapidly in countries outside of the U.S. In fact, as far as 
actual adoption, the U.S. has fallen behind.

Also - laws that state "Verily, we shall look at FLOS solutions" are 
wasted laws in my book. That should be an unspoken. All software should 
be looked at fairly. If the laws defined how software would be evaluated 
while giving FLOS a fair shake, that would be different. I have not seen 
that done - if it has been, someone please correct me.

As it is, England has already done more than put laws in action :

The U.K. is doing case studies. And the laws? 23 July, 2002. I'd have to 
say that this puts England ahead of the U.S. And that's one example.
