Interesting article about Intel and Linux in China

This information was leaked to us and in vetting the story, we
discovered that Intel is quietly populating the planet with Linux PC's.

Their primary vehicle appears to be what they call Government Assisted
PC programs or GAPP. The are using it successfully in China and have
initiatives going in India, Brazil and Egypt. Intel could soon become
the largest PC manufacturer on the planet with their "user-friendly"
Linux desktop.

I co-wrote an article about this with material from the document we
received from inside Intel supposedly off their intranet.

Our main question is how can Intel accomplish this elsewhere and not in
