After weeks of frustrating research, I decided to "do it myself". With 85,000 local governments in the US, we need a LAMP eGov database project to distribute. So, we have a project called "leopard" on Source Forge. The home page is http://leopard.sourceforge.net The project page is https://sourceforge.net/projects/leopard/ I have posted project requirements, specifications and tasks. This is a Linux, Apache, MySQL + PHP LGPL distribution. "leopard" is a UNIX name which Sourceforge requires. It stands for: LAMP eGovernment OpenSource Project Augmented Relational Database.
