[PATCH]cdc-acm:fix incorrect throtteling, make set_control optional

Hi,

this is Joris' fixes reshuffelled as David requested.

- acm_set_control is not mandatory, honour that
- throtteling is reset upon open
- throtteling is read consistently when processing input data
