HAL is known to do exactly that sort of thing.  But other programs might 
be involved also.

An easy way to find out is to kill all the daemons that look suspicious, 
one at a time, while keeping an eye on the system log.

Another approach is to use the "usbfs_snoop=1" module parameter for 
usbcore, and then see what shows up in the log.  However I don't think it 
logs the process name.
