That means the numbers "x" in ttyUSBx will almost never
be re-used.  To me that sounds like something that will
break lots of userspace code.

Consider any FT 232R device, which is assigned
one from the factory... e.g. lsusb output:

  iManufacturer           1 FTDI
  iProduct                2 FT232R USB UART
  iSerial                 3 A1000q4h

Those aren't serial numbers in the USB sense.
