On my new box hardware flow control is working and enabled by default. On the old box hardware flow control settings don't seem to make a difference. My guess is that my target evaluation board must not be implementing hardware flow control and has the pin set wrong. This didn't matter on my other box since it doesn't seem to implement hardware flow control. New box implements it and got caught by the pin in the wrong state. I don't have a scope so I can't check the direct status of the flow control lines and verify the theory.
