The default already is a module parameter.  :-)  Not only that, it is 
writable (by root) so the user can change the default for new devices 
while the system is running.

Yes, there could be a rule for udev to set the autosuspend delay to 2
for hubs and leave other devices alone.  It still would be a little
tricky to get the configuration right on systems where usbcore is
loaded from an initramfs image.
