It would be great if you could test it with each of the two flags separately
and see if it's just one of them that's fixing your issue. In other words:

Change this:
> +		US_FL_FIX_CAPACITY | US_FL_IGNORE_RESIDUE ),

to two different tests...
One like this:
> +		US_FL_FIX_CAPACITY ),

One like this:
> +		US_FL_IGNORE_RESIDUE ),
