Ok, I've now reconsidered, and have applied this patch to the tree.  I
think it's too late for 2.6.23, but I'll queue it up for the -stable
tree for afterwards.

And yes, HAL (or whatever HAL is turning into) will soon handle
whitelisting USB devices for autosuspend.
