I just took a quick look at the isp176x-hcd source from Sourceforge.  
It has a pehci_rh_control() function.  Why don't you use the same 
approach in your driver?

And shouldn't you email your questions to the people who wrote the 
Sourceforge driver?  After all, it's reasonable to assume they know 
more about your difficulties than anybody else does.
