The ISP1761 has a normal root hub with a single root port. This root port is permanently connected
(internally to the chip) to a single-TT high-speed hub which has upto 3 downstream ports (depending
on how you have configured host/device usage in the chip).
This internal hub in the chip is a normal hub and must be enumerated normally (using the normal
hub driver) before you will see any activity on the external D+/D- pins of the chip.
The chip is designed this way to allow the use of a high-speed only host controller, with the internal
(non-root) hub's TT handling full-speed and low-speed traffic.
