Use HID_QUIRK_NOGET for the ELO TS2700 touch screen USB HID device in
order to avoid a timeout during initialisation.

Without this patch I see a delay during device detection and the
following kernel output:

usbcore: registered new driver hiddev
drivers/usb/input/hid-core.c: timeout initializing reports
input: Elo TouchSystems, Inc. Elo TouchSystems 2700 IntelliTouch(r) USB Touchmonitor Interface as /class/input/input1

usbcore: registered new driver usbhid

This patch removes the delay and the second line of output.

(I've only tested this patch on a single ELO TS2700 device using a
 2.6.21.3 kernel.)
