I tried doing the same thing manually, with a low-speed device (a
mouse) attached through a high-speed hub.  It worked fine for several 
suspend-resume cycles.

As Dave says, the problem here may be in the phone -- or it may be in 
the hub.  What happens if you plug the phone directly into the 
computer?  What happens if you plug a different full- or low-speed 
device into the hub?
