do not have '/lib/udev/scsi-devfs.sh' in rootfs

My freescale IMX31 based board has a USB SCSI hard
disk. When it boots up, complains
'/lib/udev/scsi-devfs.sh' . Actually it does not
exist. Even /lib/udev is not there. What should I do
to create '/lib/udev '  and '/lib/udev/scsi-devfs.sh'
in rootfs?

Following is error when boots up.

VFS: Mounted root (nfs filesystem).
Freeing init memory: 100K
Setting the hostname to freescale
Mounting /proc and /sys
Starting the hotplug events dispatcher udevd
Synthesizing initial hotplug events
udevd-event[1513]: run_program: exec of program
'/lib/udev/scsi-devfs.sh' failed
udevd-event[1558]: run_program: exec of program
'/lib/udev/scsi-devfs.sh' failed
udevd-event[1566]: run_program: exec of program
'/lib/udev/scsi-devfs.sh' failed
Mounting filesystems
