I don't know that any of them disallow it. The issue is that when a USB peripheral exposes certain functionality during enumeration, it's got to provide that. See above. Remember that the USB link is a "user interface" of sorts too, whereby a user (perhaps sitting at a keyboard on the host) chooses which proferred functionalities to use.
