USB filter driver

I would like to know if such a thing is being worked on.
It would be convenient to get in between the host controller
driver and the USB layer in the kernel with some kind of
user-space process as you can using Fuse for file systems.

This would allow not only things like USB-over-ethernet
but also help with implementing controller drivers for 
new hardware.  

Is such a thing even feasible, given the nature of the 
USB subsystem?
