How could it do that?  If it's a "filter" (is that a notion
to be borrowed from MS-Windows?) it would need to go between
two components; but HCDs ("controller drivers") talk right
to the hardware.

You'd have to explain what you meant before that could
be answered.  But given the partial explanation you've
already given, I suspect not.
