Normal users don't like writing configuration files, running commands,
disabling all usb mass storage devices, installing loads of deb
packages and compiling a whole bunch of things to then have to use
command line tools to sync their phones. So the software "works" in
that it does the job, but it needs to be properly integrating into
ubuntu such that when I plug the device in, the computer does the
work. So I am tasked with getting as many of these kinds of devices
properly working without manual intervention.

I understand the switching of the configurations, this shouldn't be
needed and is a hack for writing poor drivers that don't use the usb
bus correctly.

There isn't one, that directory doesn't event exist so I've attached
the udevmonitor output and the sysfs structure for your edification.
