query EHCI 3ms SUSPEND

If there is no USB activity on an EHCI port for 3ms, does the EHCI stack send a SUSPEND signal to device. 
How is this 3ms idle Suspend implemented in EHCI if it is implemented? 

If I check on Fedora, I don't see that happening rather SOFs keep going to the device? 

Please advise.
