unable to register with usb core

Hi All,

I am writing usb filter. I want to capture all urbs
that are generated.(same like usbmon)
I've used usb_mon_register(); function from hcd.h.
But it returns non zero value.
What are the possible reasons that I unable to
register with usb core?
