Actually you've got two separate pieces of software, and so there might be two problems. One piece is the filter and the other is your driver module. Either one of the could be wrong. You can test the filter easily enough by using a standard USB driver. And you can test your driver module alone (using usbmon instead of your filter). With separate testing like this, you can find out where the problems are.
