Exactly.  There is a USBCV test suite available for Windows (which runs
as part of the logo testing).  It is available from the USB
Implementor's Forum at www.usb.org.  However, it operates by temporarily
replacing the standard EHCI host controller driver with a custom driver,
which allows it to perform these kinds of low-level operations.

Without assistance from the HCD, such a suite is impossible.
